Brubaker Impact Advisory is led by Celeste Brubaker, an international development specialist with over a decade of experience in innovative financing and evidence-driven approaches to poverty reduction.

Celeste brings deep expertise in outcomes-based financing, impact measurement, and economic inclusion programming, built through hands-on work across nonprofit, research, and international development organizations. Her work focuses on helping governments, donors, and implementing partners design projects that align incentives around measurable results while strengthening systems for lasting impact.

Prior to founding Brubaker Impact Advisory, Celeste served as Chief of Impact and Innovative Financing at Village Enterprise, where she led outcomes-based financing initiatives and oversaw global impact measurement systems. She launched the organization’s impact first initiative, beginning with the design and implementation of Africa’s first development impact bond focused on poverty graduation, while also leading monitoring, evaluation, and learning systems work streams.

Early in her career, Celeste worked across international development and research organizations including IREX, the International Initiative for Impact Evaluation (3ie), Search for Common Ground, the Inter-American Foundation, and WorldTeach, supporting evidence generation, monitoring systems, and program design across sectors including education, livelihoods, and governance.

Today, she partners with governments, multilaterals, foundations, investors, and implementing organizations to design results-based programs that combine rigorous evidence, practical implementation insight, and innovative financing.

Celeste holds an MA in Development Economics from American University and a BA in Economics from Manhattan College.
